About FHN

The Foothills Housing Network (FHN) is the partnership of organizations working to prevent and end homelessness within the Rappahannock-Rapidan Region (Virginia Planning District 9), which is comprised of the counties of Culpeper, Fauquier, Madison, Orange, and Rappahannock.

FHN is a Local Planning Group of the Virginia Balance of State Continuum of Care (CoC), which is the HUD-designated CoC for parts of Virginia not covered by independent CoCs. FHN is responsible for planning and implementing the regional homeless services system, which connects those experiencing homelessness and those at risk of homelessness to the providers best suited to meet their needs. The Rappahannock-Rapidan Regional Commission (RRRC) is lead agency for FHN.
